HTML Showing as Code to Other Users Empty HTML Showing as Code to Other Users

I turned on HTML for my forum and in my profile. Every user with HTML turned off is reporting that they just see code instead of what I posted in HTML. Is that the way it is supposed to work? Is there a way to enable it for every user so they can all view my posts correctly?

Admin CP > General > Messages & Emails config.
Allow HTML : 'Yes'

This should work.
