How do I move the 'prievew' and 'send' buttons up to right below the message box and have the other options below the send button (like it is here on Forumotion)?

I believe part of that comes with different themes / skins. To do it yourself, you would need to edit the CSS.

administration panel => display => Post & Private Messages

From there, look in the code. It probably has a "align="left" or a similar code in it defining where they appear. I haven't taken the time to look at it, so I don't completely know what you're dealing with, I'll take a look at it later.
