Solved Is there a way to allow people to post topics in a forum but not read other topics?

I have a simple application process. Problem is...I don't want applications to be viewable. Soooo, I came up with an idea to make a forum and have its permission set at "View the forums and Create Topics, nothing else.." This however does not work..Any ideas?
