Can't find the Portal and Portal Structure in Admin Panel

I am following the instructions given in the post below, but get stuck when it comes to this section.

9. Now, go to your forum Portal or Home Page. In here, we are only going to use the Portal as an example.
Admin Panel >> Portal >> Protal Structure >> Create a Custom Block

10. Put the NAME and TITLE for your block (name it as PROMOTE)

11. Click the A/A button at the top right of it and place this code:

12. Save it!.

13. Back to your Portal Structure, add the PROMOTE block and choose where you want to place it.
