How can open pop-up window for the users with 0 message when entering in site ?

I don't think it's possible either. But you can send them an e-mail saying they don't have any messages, are inactive, & have not posted anything

THAT HAVE LESS THAN 0 MESSAGGES

It is not possible to make a pop up for only those having 0 post counts. However you can make a pop up for all members that shows their stats in it.
