is there a way instead of having the whole forums html enabled is there a way to get just blog enabled html. if not is there like a way to certain users can have html posts?

  1. Administration Panel
  2. General tab
  3. is there a way to Censure Messages and Emails -> Configuration
  4. Allow HTML : Yes

I can't understand the post you just made.
Enabling HTML the way I just stated will enable HTML for all fo your forum's boards.

I am sorry but you cannot enable the HTML preferences to just the blog, or 1 individual forum.

Correct.
when enabling the html for the forum it is enabled for the whole forum
