FAQ and forum on two languages

Is there any option which allows me to have FAQ written both in english and serbian language?
And how do I enable that option?
and one more question
Is there a possibility of having bilingual forum and can our members choose the language they want?

When the board is set to a lanaguage it set to that.

There isn't an option to make it have a choice of language. But if you use bling.com you can choose what language you want to use to view the forum.
