If you ban someone's IP address, then that should ban them from accessing the forum right...but it seems as though the person can still access the forum despite of that...then each time they come back with new IP address....

Is there a way to complete ban the person from accessing the forum even though their IP address change?

Its not possible, since they use proxies to sign up everytime.

Some people also use IP masks and IP randomises.
