No i believe if you allow your mods to ban then they all can ban.
but let me look at a couple other things. I'm pretty sure that you cant but i might be mistaken.

but what you can do is tell your mods not to ban anyone until an admin or global mod approves it first. just tell them to pm you or a global or have an office/board for staff regular mods to post the threads so global and admins can have a look at it and decide whether to ban or not.

then if you mods to ban people. you can always lift the ban and fire the mods if there not going to listen to you. but most of the time the mods will respect the rule. it's all part of your rules for the mods your the forum for them to follow. One again just have a board for staff where your mods can post threads of anyone they feel should be baned and admins and global will decide.

yeah thats about all you can do in a situation like that.
Every forum should have there own board/office for staff for thing like that. we have one here... lol :)Just make sure your office permissions are set for staff only.you don't want you members to see what is being discussed in there. it's for staff only Smile

but i know there will be some new ban setting in the new updates that will be arriving any day now. so they might have added a feature for what you have asked. but don't quote me on that i am not sure if it was added or not. I'll have to find out for sure if this will be one of the new features or not.
