Administrators check their users messaging.

Okay. I know that people has been arguing on some fourm on their messaging, And what if we want to take a look at their messeges? This is simple. Just add it and then we can have our fourm secured. And on the administrators, We can just go to general or some thing and go to the user messaging and type in what user we want to check and then we can see their private messages.
