Solved How do I make it so users must be accepted before they can join?

Let's say a user joins, I (the admin) can either accept or deny them access to the website. I am pretty sure I have been able to do this before. Thank you!

Admin Panel >> User & Groups Tab >> User Option >> Click Admin to activate themselves >> Save
