Should it? Or it can be in other languages like Tagalog?

Forumotion Forums can be in different languages. There are even hitskin themes that feature other languages.

So I would think yes, having a different language forum is possible. Correct me if I'm wrong, but I have even seen other forums with different languages.

You are allowed to have forums in other languages. They don't want to single out one.
