Admins are not allowing new users

I just made a new site, and it won't let new members join, it tells them a admin is not allowing new members when they try to register. I went into my control panel, and the allow new members box is checked as Yes... so why can't they register?

Can you please check if you are still allowing new members?
Admin panel >> Users & Groups > Options > Allow new members = yes > Save.
It should then allow new members.

Can you try changing the automatic activation to user or admin for about 30 mins and see if it still gives the error please

Have you added any new codes recently, edited the CSS, or templates?

I changed the homepage a little, but even when I change the templete, it still doesn't work, I never went into the CSS and changed anything though. Just the portal in the management section
