if your forum has been reported for the first time, what happens to the forum? will it be closed? what happens?

If your forum is reported it will be checked by staff and will take action if they break the rules imposed.

If you know that you're forum doesn't break the TOS, then it won't but if there's a content/part of the forum that breaks it then it will. Even they say mean things to your forum but doesn't have any proof that your forum breaks the TOS, it won't be banned

It is up to litigation's to decide whether a forum is shut down or not.
just follow TOS and you have nothing to worry about.
