If he isn't a mod or admin I cannot believe that he can.

I have just looked on the permissions page where it shows all topics & it does say under delete posts, members, & that is in all the topics, but there is nothing to check in the permissions to stop members deleting anything, there is nothing to click for it when you go through them 1 by 1, i don't know how to stop it.

Check the name of that user and edit his permissions. Deselect delete users post and edit users posts and everything should be ok.

I can't see anything in the permissions about it, if it is there where is it?
