Categories and Forums

I have a question involving Categories and Forums.

I'll try to explain.
My structure is : Split categories on Index -> Medium

Now here are some screen shots of my forum for your understanding.

So the index is like this:

And I click for example Mamemon & Bros. and we get this:

And we have two choices: We can post a new topic right there or select one of the three sub-forums.
However I would like it to be like this:

Is it possible or not?

Close the section down for new topics to be made there. All Admins will still have access to make a new topic there though.

I also think about that, but maybe it will also lock the sub-forums does it?

I understood, however, isn't possible to delete that? I mean, without seeing that part, only the sub-forums...

it won't lock the under-level sub-forum of the sub-forum..

the sub-forum below the "locked sub-forum" have their own privileges. if you keep it unlocked, you'll still be able to post a new thread, even you locked the main sub-forum.
