Is it possible to add some sort of cursor effect for the mouse when they view my forum? o.o

If the sites provide you the link to the .cur file, you don't need to download them, otherwise, yes.

and where exactly do i place them in the css? Is it on the CSS sheet on the Display-->Colors-->CSS Stylesheet? I'm really new with CSS, just learned about it last year and it still ain't enough. Especially with cursors...-.-
