Solved cant get to Modules on admin panel

ok i just recently made a forum. i went to the admin panel and i olny have 4 tabs. home general display and users & groups. i dont have Modules on there to add the chat box. do i have to have a cretin amount of users, or topics? or is there an activation thing somewhere?
