Storage space and credits for Time ? What ? Empty Storage space and credits for Time ? What ?

Somebody explain why I have two options to chose from. Storage mb's which I've been using already. And credits for Time. What happens to my photos when the time expires ? or do they stay there.
Why is it getting so expensive ?
