Allow replies but no new topics in a forum

I have a "Polls Section" in my forum, Only Admins and 2 other usergroups can post topics in it. Then a member posted a spam topic there and I realised that members could do this, I want them to be able to reply and vote, I disabled them creating polls in there, but I can't stop them creating new topics without stopping them from replying!


But I want their replies! Help, is there a way to allow them to reply, but not post new topics!!

Open a topic: UnCheck it.
Save.
