How to Quick Unlocked all topic , forum .

Well, you will need to unlock each thread one by one. There is no quick way of doing it.

If it's just threads in a single Forum and you have Moderator rights, you can click "Moderate This Forum". Then, when the page loads, click "Mark all" and choose "Unlock". Do this with all threads. Now, if the Forum itself is locked, you'll have to do that in the ACP.
