mod quick tools & moderator box

Hi,

I am new and happy with everything except:

I can't see the 'mod quick tools' -
I need to change the background of the 'moderator permission' box that shows up under the topics.

Can you help me - I have tried changing colors - but I change it and other stuff changes. I just want the box to change - and to be able to see the mod tools.
