Permission problems Empty Permission problems

Hi hoping you can help. I have requested for guests to see only a small amount of information BUT I can see that a guest who hasn't registered is somehow able to see inside a permission blocked area but im not sure how, all the ticks are unticked. The reason I am assuming this is because from within the admin panel at the bottom of the home page I can see they are "Viewing" are secure area.

Is this a fault within the forum or am I not seeing something?
