I want to get a bar with links like...

I want to get a bar with links like forummotion. It's the bar at the top of the portal below the website banner with links in it and it says Welcome to Support motion or something like that.

just go to ACP - Display - Homepage - Generalities - Homepage message:
And add more links e.g:

I got it but it goes to a random page.

You must change "FORUM LINK" to the one you want.
