Pop Up on portal

I was wondering if it is possible to have an pop-up on your portal, for example you click on it and get on another site orso.

I have an script for it. But I don't know how to add and if it's possible.

I can get it on a html page but not working on portal maybe some1 knows.

uhm, what is the link you want to open in a new tab? then use it in BBCode, the Log in Pop-up reads BBCode but doesn't read HTML

Well I want it if you get on the portal it pop-ups(same like the hmtl code if that is possible), so do I have to write it in BBcode?

Oh ok, well I want it just pop-up without the login pop-up of forumotion.

A friend of me said if I rewrite a portal/homepage, it would work. But isn't there an easier way lol without rewriting it.
