My forum has been locked for 2 weeks-I cannot unlock it.

I have tried everything to unlock my forum.It is locked (somehow the entire forum is locked at user or new member level).After trying everything to unlock it I found a note that said my site was under maintenance (that the admin was completing maint- on the site.I am not maint. anything but am the admin.This has had the site locked up for 2 weeks.I am wondering if I have been sabotaged by my first moderator that I gave permissions to?
Can someone help me with this? I have tried the FAQ and the rest of the forums but I am typically not allowed to start a new topic or reply to other topics(just like anyone who wants to join,post or view my forum).
Please advise.
I really need to get this resolved asap.Thank you.

So the forum is unlocked now but still on maintenance, sorry if I can't understand it, and to check the activity done by your administrators on the admin panel, please check it here:

My forum shows up as locked still as well with other machines in my house with other members(my wife).It isn't unlocked.

Need an actual screenshot of your settings on your Admin Panel > General > Configuration

Also, do you have your forum on holiday?

Like I said, I tried the FAQ solutions- not on holiday or construction.Crtl<alt> doesn't work on here for screen shots.How do I print screen?
I check admin activity- there has been some but it doesn't tell me what was done.

At the bottom of my home page "Forum is Locked" is illuminated red.

That's only a legend, it doesn't mean your forum is locked.

When my wife logs in or other people(who have emailed me) they see that the forum is locked and that they don't have permission to post or reply to posts.
Nobody can post on the forum.I see that permissions are all enabling members.Once they log in- they can't post anything.
What is this then?

I just logged in your forum with a normal user account, and I can visit the forum and post with no problem.

Is this a default message if you click the "under construction" button? I delete it and it comes back.

That is really weird.Nobody could post or reply yesterday.Now it is open.I deleted a moderator yesterday- not sure if that had anything to do with it or not.
