Users cannot join my forum.

After since a user named Murphy joined my forum i could not get people to join my forum (As in i ask them they come to join and it says Administrators have forbidden any new members) I set the setting "Allow new members?" to "Yes" and it still says the same thing.

Check to A-CP => Forum >> Configuration >> Forum in construction: No >> Forum on holiday: No and save.
