Solved Sign up help!

hi i just made a site for my rsps and when someone tries to sign up it says *administrator has forbidden any new members.*
Those are exact words and i looked on user options and it says enable new members and i enabled it and still didnt do anything need help! its urgent!!!

Did you try signing up with another account after doing that? Maybe it worked but didn't show up, or nobody new has tried joining.

i did i had my buddies try to join it but like it stills says the same thing
