Help. Administrators have forbidden any new members.

Help!, I cannot accept any new members when they go to register tab, it displays that "administrators have forbidden any new members". I tried all the possible solutions and changed back my configurations to its default but unluckily, there are no changes. please help me on how to allow other users/guests to be able to register on my forum. thanks.

THANK YOU!! YOUR ADVICE WORKED AND I SAW THAT I ALLOW FORUM ON HOLIDAYS THAT'S WHY REGISTERING DIDN'T WORK! BUT WHAT'S THE REASON BEHIND WHY OTHER USERS CAN'T REGISTER WHEN I ALLOW FORUM ON HOLIDAYS?

There is no reason behind it; it's just the way that particular option works.
