I'm trying to make a forum for local law enforcement in my county that would provide information on local shoplifters. right now we have a weak email network that takes forever to circulate around the county.

so my question is how secure can i make a forum. I need to be able to restrict any unregistered user from being able to see thread information (photos and confidential info) and i need to be able to block registration.

is this doable? is their anything else i need to consider security wise?

Yes, you could rely on forumotion. It's the best. You could block new members' registerations... Set certain permissions for SOME members (or anyone you want)... Have the maximum security for your forum...
