That image is property of forumotion. He most likely has the image posted on his site, cause recently his site must have been reviewed. The Head Administrator must have posted the review on his site, for other members to take a look at it.

The image was taken from here. That site must have been reviewed recently. So the Head Administrator must have copied the review he got here, and posted it on his site so members can view it.

its the head of the topic

You get this one if you have your forum reviewed and got a high rating, the image will be given by the reviewer along with the review.
