I don't actually get you. You probably meant opening the registration.
If so, please go to:

1. ACP. Advanced mode.
2. General tab.
3. Forum box. The first one.
4. Configurations.
5. Forum on holiday : NO.
6. Forum in construction : NO.

There is another thing as well:

1. ACP.
2. Advanced mode.
3. Users and Groups tab.
4. Users box. The first one.
5. Users options.
6. Allow new members : YES.
