Solved Terms of agreement

Hey guys, i am have a small question.

Is it possible to enable a page called "Terms Of Agreement" before members can actually register on my forum ? If so, could u please explain how to do so? My forum version is PunBB.


Edit : Is there also a way to make all text (in posts, announcements,...) have small shadow beneath them?
