"The administrator of this forum is processing..." Empty "The administrator of this forum is processing..."

I probably am missing something REALLY simple - but when I try to access a new forum I setup, all I get is:

"The administrator of this forum is processing a maintenance. You can’t access this forum for the moment.

For more details, contact the administrator of this forum."

I am not logged in as the Admin - so what is it?

Admin panel > General > Forum in construction > No. (please check it )
