I was messing around on hitskin for the first time and looked at one which happened to be a star trek one. It has this back ground that is fixed and moves as you scroll. But now when I change the skin to any default one in the forumotion control panel, the background (from the star trek one) is alway there. I looked in images and it says the background is empty, but low and behold the background is still there. I then tried restoring it to an earlier date and it does the exact same thing.

How do I fix this issue without deleting the forum?

Check in your CSS style sheet for the background code

I'm looking at your forum now and there is no star trek background. Can you mark on a screen shot what exactly you want to remove?
