Yes it is possible, but all your html, javascript will be removed.

Means if you go to another version you will lose your images, codes etc... You will need to back that up on your computer or a second forum and edit it to make the new phpbb3 look the way you want it.

Its better not to change the versions from the admin panel, since it messes up the optimized look of the forum. Just install skins directly from hitskin.com made specifically for various versions.
