Can you provide a test account?

Try to do this steps:

1. Go to Administration Panel => General => Forum => Configuration => General => Forum in construction : No; Forum on holiday : No.

2. Go to Administration Panel => Users & Groups => Users => Users options => New accounts activation : Automatic activation or User. [this step isn't so important]

3. Go to Administration Panel => Users & Groups => Users => Users options => Allow new members : Yes.

4. Go to Administration Panel => Users & Groups => Users => Inactive users. Activate accounts you have there.
