Hover Empty Hover

Ok, so I wanna do this staff widget. I asked this before, and it was confusing, now I'm back for more clarification. So, it's technically, just when you hover over this image, the main image above changes to the Staff person's name and pic. Just like here on the forum, not portal. U.S 2.0 STAFF. I want that to be clarified, step by step, as the last time, it confused me still..
