Thats not possible, either you allow it for all or you disallow it.

I would like to be informed why you are choosing to disable HTML for some users, maybe we can provide some advice to help you out. Of course HTML may only be disabled for everyone or enabled for everyone to use, sorry. :/

So that no one with HTML knowledge can just randomly hack or edit my site without my permission and super vision. Because Ip.boad forums can.

So you will need to disable html.
