When you make a new topic you can choose the post to be a sticky or an announcement, just scroll down a little bit under the submit button, where it says Options.

Or if you mean to have the annoucements and stickies seperated by a table, then go to your admin panel, General > Configuration :: Separate announcements and stickies from the messages : With a table
