Profile-->Preference-->Always allow my signature-->Mark "Yes"

Do this:

ACP >> General >> Messages & Emails >> Configuration >> Display to Guests, Signatures from: All

Acp >> Users & Groups >> Users Options >> Users Settings >> Allow Signatures : All members
