Home header not showing. Empty Home header not showing.

The home header is showing in the panel but not on site. It shows the forum header instead. I want both to show on the site, and I've seen some forums with a homepage saying what their site is about and showing other stuff. With just the forum header, it only shows the forums and I want the home header as well if possible.
