Just found a way, I apologize.
Go to:
1) ACP.
2) Advanced mode.
3) Users and Groups tab.
4) Users box.
5) Profiles.
6) General options tab.
7) Tabs to display: tick the square next to the Visitor Messages.
8.) Save.

Additionally, you can't use the ACP to force your members to accept visitor messages. They have to accept in their own profile page.
