i banned a member ip and he used proxy and banned him again used proxy again wtf how can i stop him? please help quick

i know i am not allowed to bump or double post but please he is spaming my forum!

EDIT :: i banned him for 6 times an ip ban he keep using proxy and spaming forums and annoying members!

EDIT :: idk you can make it solved but do i have to keep baning him every time he comes?!
