The only way I know is through the manipulation of the templates, but you can however put it in the header with of course, editing the CSS to make it seem like it's not a part of the header, using the class or id tag.
Also, if you don't want to hassle yourself with the editing of the templates, use a table code instead and then rearrange it. The codes you need are in the templates so if you're using phpBB3 or Invision, that's highly not possible.
The reason why the picture's connected through that table is because the same code was used in the log in to make it apparent + the fact that it was resized through the use of <width="" height="">. It requires some labor, but the results are fruitful.

I can tell you that it is made with JavaScript and designed with CSS, as I am an admin of said forum.
