In progress How to add an animated gif forum under constuction html

I have a great forum under construction animation gif and I would like to add it to the customized part of the configure page. The problem is I am new to HTML and would really appreciate if someone could impart their knowledge on to me and explain how I would go about this. Thanks

With this code alone you can make an HTML page:

<head><title>YOUR PAGE TITLE</title>
