making or giving out medals

not sure if this is the right section but ill try it out.
My question is.   Can i make a widget or html code type option to give medals to people on forum ? 
I know ive seen people add stuff . ? 

Is it possible to do this in any way ?

Seems that you cant choose which member you want to gove it to 

 i see choose catagory.  Like. Members admin etc
But how to give a single member an award ? Am i missing something

This award shows up in everyones profile  fpr some reason

There is no way to automatically give someone an award unless it is done via ranks and post count.
