Sidebar on the side + LockedH Empty Sidebar on the side + LockedH

Hey guys!

So I came across this skin for JCINK and I've been trying to get a similar look on forumotion:

The sidebar here is shoved to the side and locked (it doesnt move when the whole page scrolls down.) I am wondering how they have achieved this effect?
