Greetings everyone.
After having this problem, I set the user activation to 'user' which seems to have effectively stopped the account-spammers, which seem to be most likely bots due to their behavior Also I uncovered one of the IP address one of the spammers, I was lead back to Amsterdam, Netherlands.
If possible, can my forum receive some assistance, kindly? We've gotten over 600 of these spammers and would like a bit of help in the cleaning up process however possible.

Update: This method didn't last long sadly, they're still making more. Switching to admin approval and banning @free-mail.top.
Update: I've found a way to resolve this:
1. Ban the email address "@free-mail.top" which will cease spam email creation.
2. Delete all users associated with the email (their name will be lowercase and numbers at the end) through "Handle users" and using "Have less than 1 messages" to select them (As they won't post anything) but be sure to sort through any newly made accounts that are valid(human and willing to participate in the forums).
This worked for me through PhpBB2.
