you can remove the option to delete the account on your forum (go to Users & groups > Users > Users options > User settings > Allow members to unsubscribe : NO

Despite this, there is a general page on the website of forumotion that allows you to delete the forum anyway, this is due to privacy and GDPR regulations.

In any case, if a user asks you to delete their account, you are legally obliged to do that.
The option I mentioned before simply "makes it easier" for the user to do it by themselves
